Who runs it

HeatReturn is built and run by Fezan Ahmed, an IT technician based in Bradford, West Yorkshire. It is a one-person project, bootstrapped, with no outside funding. Contact: [email protected].

Why it exists

Since 27 January 2026, Ofgem has regulated heat networks in Great Britain, including ordinary blocks of flats where one boiler serves several homes and the cost goes through the service charge. The people now responsible — landlords, managing agents and residents' management companies — mostly aren't energy companies, and most of what's on offer to them is one-off document packs.

HeatReturn does the recurring part: a free checker that says which of Ofgem's data points apply to your network, guides that explain the rules in plain English with every claim sourced, a worked example of one quarter's return, and, for founding customers, a tool that keeps the records and calculates each quarter's figures.

How the content is checked

Every regulatory claim is sourced to Ofgem or GOV.UK, dated, and labelled verified or unverified. Each guide shows when it was last checked, when it was last updated, and keeps a change log. Guides are re-checked before each Ofgem submission window and whenever Ofgem publishes new heat network guidance. Full details: how we check our guides.
